There are ways to do clustering on a slice by slice basis by they are far from elegant. Are you sure you want to restrict your clusters to what you see in a slice? The data is 3 dimensional and a cluster might look like it should be two if it is connected through the slice below or above the one you are looking at. The picture would look different if you viewed the data in a different plane.
If you still want to do clustering on each slice separately, you could try the following non-kosher methods:
1- use 3drefit to increase voxel size in the direction perpendicular to the plane you are interested in and run clustering with a connectivity radius smaller than the new out-of-plane direction.
or
2- use 3dZcutup to break your data set into multiple single slice data sets and run clustering on each of the one-slice data sets. If the Z direction is not the one you are interested in, use 3daxialize (or 3dresample) to reslice your data in the appropriate order.

Having said that, I do not recommend you do either.
