What is happening is that the transformed #2 anatomy doesn't contain a set of (blank) markers for the +acpc transformation. The way it's supposed to work is that there is only one dataset in a directory that has such markers. When you transform that dataset, then it will serve as the master for the other datasets in that directory to be transformed.

You can attach a set of blank markers to an anatomical dataset with the command

  3drefit -markers anat_two+orig

However, I'm not sure that's what you need to do. If you've shifted the functional results from session #2 to be aligned with #1 (your step 5), then if you put them in the same directory with #1 (or put a copy -- e.g., 3dcopy -- of the anat #1 in the #2 directory), then you should be able to use the anat #1 +orig->+tlrc transformation to convert the funcs from #2 to Talairach space. (I hope I'm clear here.)
