The answers you seek are hiding within the 3dDeconvolve help....
Search for the word "duration" within that help. Certain basis functions, like BLOCK, are always convolved with a boxcar function that represents the duration of the stimulus while others including GAM are optionally convolved with a square wave/boxcar function. Use dmBLOCK if duration is modulated per stimulus. There are an ever growing number of options with dmBLOCK and variants that are described in the help. Your best option is to try some that are relevant for your experiment and judge the fit with the -fitts options.
* ALWAYS convolved: BLOCK dmBLOCK MION MIONN
* NEVER convolved: TENT CSPLIN POLY SIN EXPR
* OPTIONALLY convolved: GAM SPMGx WAV
