I don't know what you mean by "Are Talairach changes saved to raw image files?". In AFNI, when you do the transformation from the original to Talairach coordinates, you can write out a new .BRIK file with the transformed images (using the "Write" buttons on the "Define Datamode" control panel, or using the "adwarp" program). The slices in the +tlrc.BRIK file will be transformed "raw images" (I strongly dislike the term "raw images", since the "raw" data in MRI is not an image). You could extract these slices and convert them to DICOM somehow - but I don't know how to write DICOM files, only how to read them.
