This template should be in your AFNI binary directory by default. If you have built the binaries from source code, you may have to download the templates and atlases separately. The directory should be include in your path. The environment variables AFNI_PLUGINPATH and variants can override that, so check that those haven't been set or set incorrectly. Do an "ls" on the binary directory to see if it's there.
