According to the ACR-NEMA documentation, these fields are defined :

Study Date (0008,0020) Date the Study started, if any previous procedure steps within the same study have already been
performed.
Acquisition Date (0008,022) The date the acquisition of data that resulted in sources started.
Study Time (0008,0030) The time the acquisition of data that resulted in sources started.

Note that just because the documentation says these are what they are, it doesn't mean they are actually used that way. DICOM is interpreted by scanner and PACS vendors and mangled in a seemingly unending variety of ways.
