I was wondering whether it is possible to have floating point numbers as
inputs to the -when condition in the waver program. It seems that it only
takes integers right now, may be I am wrong.


You are correct. "-when" is intended to delineate large-ish blocks of "on" periods, specified in units of TR. The "-tstim" option can be used to indicate individual activation "on" points at arbitrary times. Is what you want some hybridization of these? Can you explain a little more?
