THank you for your response but I'm afraid I was not very clear in my question.
I know what flags to use in order to specify min/max lags in 3dDeconvolve.
The problem is that I do not have data for min and max lags.
Let's say :

TR=12 seconds;
TR 1:
second 1: one brain volume is acquired in less than one second;
second 2-3: no brain volume is acquired;
second 4: event A is ON after 4 seconds from the beginning of the TR 1.
second 5-12: no brain volume is acquired;
TR2 :
second 1: one brain volume is acquired in less than one second;
second 2: event A is ON after 2 seconds from the beginning of the TR 2.
second 3-12: no brain volume is acquired;
TR3 :
second 1: one brain volume is acquired in less than one second;
second 2-8: no brain volume is acquired;
second 9: event A is ON after 9 seconds from the beginning of the TR 3.
second 10-12: no brain volume is acquired;
etc.
THe question is how can I specify a min and a max lag since I do not have data for those lags:
e.g
-stim_minlag 1 1 -stim_maxlag 1 6
in TR1 I do not have any data for min lag 1 or 2 or 3 etc. I have data only for lag 9 when the brain volume 2 was acquired ;
in TR 2 I have data only for lag 11 when the brain volume 3 was acquired ;

So I was wondering if 3dDeconvolve is the best approach for this kind of experimental design .
