Yes, normalization is usually a scaling process with the factor (usually the mean) different for reach voxel and for each run as well. Although smoothing is usually done before normalization, I believe that smoothing and normalization are indeed commutable. The reason is that spatial smoothing (or blurring) is achieved with the value at each voxel obtained through some weighted-average (i.e., Gaussian blurring) of its neighbors, and the weights are assigned based on its spatial distribution and have nothing to do with the time series at each voxel.
