There should have been a filename given with that error.
Was there one? That error means that no images were
found in the file. Perhaps there is some .dcm file in your
directory that does not actually contain DICOM images.

There are three possibilities that come to mind. One is
that there is a file containing general information there,
but named with a .dcm suffix. What was the filename
that came with the error?

The next is that those files are not actually DICOM files.
What is the output of "file 3DFSPGRIRPREP-00001.dcm"?

The third possibility is that there is a bug in the code. So
if neither answer to the first 2 questions is a surprise, then
a) what version of afni are you using? (afni -ver)
b) would you please upload a .tgz directory with those files?
