It doesn't matter which order temporal filtering and spatial smoothing are done, since they are both linear operations on the data and they operate in different dimensions (time and space, respectively).

Normalization to mean=100 doesn't make sense, though, after bandpass filtering, since the mean has been removed by the bandpassing, usually.

You may also want to explore your data using the new AFNI InstaCorr feature:
