You could try editing machdep.h to make the RS6000 build similar to the Linux build by adding this line to the RS6000 section:

# define DYNAMIC_LOADING_VIA_DL

That will then define ALLOW_PLUGINS and then allow the conditional compilation in afni.h of the definition of misc_environ_pb.
