Yes, the option '-concat concat.1D' has to be in 3dDeconvolve first, and the information is passed over to 3dREMLfit. It's just that most of the information 3dREMLfit needs has to come from 3dDeconvolve directly.

Do you mean that you are comparing two analyses, one with and the other without the option '-concat concat.1D'? If so, the results of no difference do seem to indicate that the disjointed time points didn't have any noticeable impact on the serial correlation estimation.
