Your 16.2.09 version is current, that particular
web page does not yet have a mechanism to report
the current version (though I believe that is the
intention).

Use the -local_package option, without -package.


For now, use the local method to update the
computers that cannot see the afni site. We
will try to figure out what goes wrong when
downloading the other items.
