If you code a stimulus as 0's and 1's, usually you code it for each TR the stimulus is pesent.

You can code the example as the following (I shuffled your original order a bit)

Cue, Delay-Long, Delay-Short, Motor

0 1 0 0
0 1 0 0
0 1 0 0
0 0 0 1

I am not so sure about the last TR: Is VGS basically a motor response?
