It is possible but very unlikely. You run RSFgen to generate as many number of designs as you want, and find out the optimal design in terms of efficiency, an indicator of statistical power. If that one turns out to have some undesired ISI, I guess you can manually set up an extra layer of filtering criterion to exclude such senario.
