Yes. With those both set to 0, the orientation is essentially
undefined. In such a case, AFNI assumes LPI orientation, and
FSL assumes RPI. Plus, there is no origin in there. If you look
at the extents of the data, 0,0,0 is at a corner, not near the
center.

That makes the datasets no more useful than ANALYZE.
